Governor Babagana appointments Dr. Mohammed Aminu Ghuluze as Borno’s New Head of Civil Service Following Distinguished Career in Healthcare Administration

Governor Babagana Umara Zulum made a crucial administrative decision for Borno State civil service by appointing Dr. Mohammed Aminu Ghuluze to the Head of Service position because of his healthcare administration and public service expertise. The state administration system experienced an important shift when this appointment took effect on March 3rd 2025.

 

The statement made by the Governor’s Special Adviser on Media Dauda Iliya revealed that Dr. Mohammed Aminu Ghuluze received his appointment at the same time when Barrister Malam Fannami retired from his position. The leadership transition takes place at an essential moment for Borno State civil service because it needs to build institutional strength while improving public service delivery.

Dr. Ghuluze stands out from other appointments because he brings together skills from both medical practice and administration. The healthcare sector of the state has witnessed his stellar career growth as he moved through different leadership positions. His experience as a trained surgeon began at the State Specialist Hospital where he fulfilled the role of Medical Director and gained important administrative knowledge in healthcare management.

 

The medical directorship of Borno State Hospitals Management Board entrusted him with executive leadership responsibilities in 2018. His role during the appointment offered him a wider scope of experience in healthcare system administration duties while extending his oversight responsibilities. In 2020 his professional capabilities resulted in his promotion to Permanent Secretary in the Ministry of Health and Human Services while he maintained his leadership qualities.

Dr. Ghuluze held the role of Permanent Secretary for Administration which led him to become the Head of Service. His ascent through different administrative roles provided him with extensive knowledge about medical administration together with a complete understanding of public service functions.

 

The Governor of Borno State ordered the new Head of Service to utilize this deep practical experience to improve professional conduct and discipline alongside staff commitment according to his directive. The three priorities demonstrate Dr. Ghuluze’s intention to improve both service delivery along with institutional efficiency throughout his leadership term.

 

The state government demonstrates its dedication to placing experienced professionals in leadership roles by selecting someone with healthcare and administrative expertise. The civil service of Borno State can expect improvements in its administrative framework because of Dr. Ghuluze’s appointment as the new head of the service.
