Rwanda and DR Congo sign declaration of principles in Washington, aiming to foster peace and economic cooperation amid ongoing regional tensions.

Rwanda and DR Congo sign declaration of principles in Washington, marking a significant step toward resolving ongoing conflicts in eastern Democratic Republic of Congo (DRC).

The agreement took effect on April 25, 2025 at 2 PM local time (8 PM Central Africa Time) when Foreign Ministers Olivier Nduhungirehe of Rwanda and Thérèse Kayikwamba Wagner of DRC signed it while U.S. Secretary of State Marco Rubio acted as facilitator of the ceremony.

The diplomatic agreement emerged after the ongoing conflict involving M23 rebels who started fighting in eastern DRC during January 2025.

The rebel group known to receive support from Rwanda has captured multiple strategic locations while worsening the problems of regional security.

Rwanda maintains it provides no support to M23 despite international bodies like the United Nations along with Western governments raising their suspicions.

This declaration creates an essential structure that targets peace establishment and economic expansion while resolving conflict origins while advancing economic partnerships.

The declaration seeks to improve investor trust in an area with valuable mineral resources such as copper, cobalt and lithium that serve as key components for global technological development.

The United States takes a direct position regarding regional stability because of its access to essential mineral reserves in the area.

The United States and DRC hold ongoing talks about resource extraction agreements through which Washington would get access to natural resources in return for military support.

The declaration marks progress but the overall conditions persist in their complexity.

The execution of this agreement demands continuous dedication from every party who participates in this peace initiative because earlier peace initiatives experienced significant difficulties.

The international community watches the developments closely since they believe this agreement will create a basis for sustainable peace and prosperity throughout the region.
