The agreement took effect on April 25, 2025 at 2 PM local time (8 PM Central Africa Time) when Foreign Ministers Olivier Nduhungirehe of Rwanda and Thérèse Kayikwamba Wagner of DRC signed it while U.S. Secretary of State Marco Rubio acted as facilitator of the ceremony.
The diplomatic agreement emerged after the ongoing conflict involving M23 rebels who started fighting in eastern DRC during January 2025.
